|
Aiming to advance and revitalize industry and increase employment opportunities,
the Committee for the Promotion of Investment in Hokkaido is playing a
central role in making every possible effort to create industrial base
areas through government-industry-university collaboration, by capitalizing
on the advantages and characteristics of Hokkaido. These industrial base
areas are not limited to IT and biotechnology industries, and are wide-ranging
to include recycling, light industry, energy and so on. Numerous base areas
filled with individuality based on the Special Zone authorization are also
being formed. Incentives have also been introduced steadily to attract
enterprises to these industrial base areas, including R&D support facilities
and subsidies with 3.7 billion yen as the maximum limitation. We will introduce
the current situation of industrial base areas in Hokkaido, where the formation
of industrial bases has been in progress by taking advantage of various
characteristics in a wide expanse of Hokkaido.

The Ishikari Bay New Port Area is a large-scale industrial base that has
the Ishikari Bay New Port, which serves as the marine gateway to Sapporo,
as its core. This area boasts of one of the greatest areas of corporate
concentration in Japan: already 700 companies are located in this area,
with the number of employees exceeding 14,000. Authorized as the Special
Zone for Structural Reform, this area is eligible for the deregulation
of gross vehicle mass. Therefore, cost reduction is possible through the
enhancement of transportation efficiency. Furthermore, since it is also
designated as a "grecycle port," hit is attracting interest as
the physical distribution base for recycling-oriented resources.

Situated in the proximity of New Chitose Airport and having Tomakomai Port,
Tomakomai Tohbu Area is blessed with location features. It is an industrial
base with ideal transportation accessibility, including a nearby expressway.
Since it includes Tomakomai East Port, which was designated as the primary
recycling port, it has also attracted interest as the base for the recycling
industry. Currently, the area is rigorously promoting the start-up of recycling-related
industries, i.e. secondhand automobiles, waste consumer electronics and
waste plastic.
This is a new concentration area for the environment
industry, where the world's first power plant with
waste plastic as the fuel is in operation.

The Tomakomai Western Industrial Zone has the Tomakomai Western Port as
the core, and is the industrial base representing Hokkaido, where various
types of functions, such as production, processing, distribution and housing,
were systematically arranged.
Currently, companies in the manufacturing industry
in the fields of automobiles, oil refinery, chemicals,
electricity, timber, machinery industry and so on
are operating on seaside industrial land. In the
inland industrial land, a total of approximately
330 companies in the light industry, distribution
and other industries are operating. Boasting the
nations largest natural gas reserve, the Tomakomai
Western Industrial Zone is the complex industrial
base that is also expected to serve as a possible
energy base in Hokkaido.

Located in Central Hokkaido at the halfway point between Sapporo and Asahikawa,
Sorachi Industrial Park is blessed with transportation accessibility, e.g.
the Hokkaido North-South Expressway, major national highways, and JR Hakodate
Line, which runs right across the park. The Bibai High Tech Center was
constructed at a corner of the park and has been supporting the start-up
and relocation of companies in the information and communication industry.
In addition, this industrial park attracted nationwide attention for its
early endeavors on the cold energy utilization system, such as "snow
cooling" whereby huge amounts of snow are used as resources, therefore

The Central Hokkaido High-Technology Area of Concentrated Industry extends
into three cities and one town Tomakomai, Chitose and Eniwa cities
and Hayakita Town. With high potential for industrial development, the
area has been developing as Hokkaidos major base of industrial development
where automobile-related, electric machinery and other industries are located.
The concentration of companies that possess high-level skills, technologies,
human resources and other industrial resources have been progressing due
to a variety of support projects centering on the Central Hokkaido Industrial
Technology Promotion Organization, including the Tomakomai Techno Center
and the Eniwa Research and Business Park. This is an industrial development
area where diverse R&D activities have been promoted through government-industry-university
exchanges, therefore attracting a lot of interest.

Against the background of New Chitose Airport’s excellent transportation
accessibility and abundant natural environment, improvement of industrial
business and facility areas due to the transfer and relocation of offices,
research institutes, sales offices and so forth has been under way in the
Chitose Office Arcadia. The Chitose Arcadia Plaza was established as the
facility designed to support industrial business, providing assistance
to business scenes of various companies. Since Chitose Institute of Science
and Technology, the nation’s only university specializing in photonics
sciences, is located nearby, a variety of projects, including the “Photonics
Valley Project” that aims to create the brain center of photonics technology,
have been promoted, creating a comprehensive business hub.

The Asahikawa High-Technology Industry Concentration Area aims to open
possibilities for a new era, such as the industrial support service industry
and R&D divisions of companies, and to promote industrial promotion
for companies striving for further advancement. The Asahikawa Research
Center, which supports the development of new products, the creation of
new business and so forth, and the Hokkaido Northern Regional Building
Research Institute, which provides the housing industry with technological
improvement support appropriate for cold, snowy areas, have been established
in this area. Experimental research institutions such as the Hokkaido Forest
Products Research Institute, the Asahikawa City Craft Center and the Hokkaido
Industrial Technology Center are also located in the vicinity. This concentrated
industrial area provides comprehensive support for research and technological
development of various companies.

The Hakodate High-Technology Area of Concentrated Industry is the academic
and research center aiming to develop relevant leading-edge industries
based on the concentration of oceanic industries. This area has been contributing
greatly to the nurturing of the IT industry, with the Hakodate Industrial
Support Center and the Hokkaido Industrial Technology Center as the incubation
facility and the R&D facility, respectively. Furthermore, with the
authorization of the
ÅgSpecial Zone for Marine Frontier Science
and Technology Research,Åhgovernment-industry-university
collaboration has been reinforced by taking advantage
of the preferential measures, including the promotion
of the acceptance of foreign researchers and the
simplification of the uses of national research
facilities. This is the area of concentrated industry
capitalizing on regional characteristics, with the
goal of becoming the academic and research base
that will lead the world in the marine science research
field.

The Photonics Valley Project aims to establish an international R&D
base with photonics science technology as the key technology.
Chitose Institute of Science and Technology, which is
considered the hub of promotion of this project, was opened
in April 1998 as Japans only educational and research
institution specializing in photonics technology. |
| Mr. Sasabe, President
of the Institute, says: Currently, we are engaged
in commissioned research with more than 50 private companies,
not to mention the proposal and public offering-type research
activities. As the base of government-industry-university
collaboration, its existence value has been increasing.
In the meantime, several venture companies from our Institute
have already been founded. |

In 2001, this Institute played
a central role in establishing PWC (Photonics World Consortium)
as an NPO, and PWC has been tackling R&D and commercialization
of materials, device systems concerning optical communications
and optical electronics. Currently, eight PWC research
clusters are up and running toward R&D with a broader
base. These diverse research clusters that focus
on biotechnology- and IT-related industries flourishing
in Hokkaido have been attracting major attention.
President Sasabe says, There are various cases in
which optical technology is required, e.g. the photo dynamic
diagnosis and therapy, referred to as PDD/PDT, in the
biotechnology field and the development of organic EL
(electroluminescent) materials, organic lasers, etc. in
the IT field. From now on, we have to broaden consortiums
with the private sector.
While government-industry-university collaboration has
been accelerated, e.g. Seiko Epson Corporations
construction of a plant in the neighborhood, Chitose Institute
of Science and Technology was born with the burden of
local expectations. Its movement exerts significant influence
to autonomous bodies and universities nationwide as a
model.
We have to keep taking notice of Chitose Institute of
Science and Technology, which continues to endeavor under
the slogan of The 21st Century is the era of Photonics. |
